The Funding Gap That Stops Placements.
A participant is ready to leave custody, or to step down from a forensic setting. They hold SIL funding. The homes that would physically suit them are Robust SDA, they have no SDA funding, and applying takes months they do not have.
So the placement does not happen. The person goes somewhere unsuitable, back into custody, or nowhere.
FDSQ built its housing around that exact gap.
Our homes are fitted to robust standard, so they absorb what a standard rental cannot. They are not SDA enrolled, so there is no approval, no application and no waiting. SIL funding is the requirement, and it is what most of these participants already hold.
How The Homes Are Built.
Every FDSQ home is fitted to the same standard.
Impact resistant plasterboard and lining
Walls that absorb an incident instead of turning it into a vacancy.
Reinforced door frames and hardware
Doors and frames that hold. Hardware that cannot be removed by hand.
Laminated and reinforced glazing
Windows and glazed doors specified to hold under impact.
Tamper resistant fixtures and fittings
Taps, switches and fixings that cannot be dismantled.
Secure fencing and yard
Outdoor space that is genuinely usable, behind a boundary that does the job quietly.
Line of sight internal layout
A worker can see what is happening without standing over anyone.
Dedicated staff office and sleepover room
Somewhere to write notes, store medication and sleep that is not the participant's living room.
Separate staff entry
Shift changes that do not run through the participant's front door.
Exterior CCTV to common and approach areas
Entries and approaches only. Never private spaces.
Duress and call system
A worker can call for help without leaving the room. A participant can call for a worker.
These are ordinary houses in ordinary streets. Robust standard is about what the building can absorb, not how it looks from the footpath.
Sole Occupancy And Shared Placements.
We offer both. Sole occupancy where risk, an order or a victim profile requires it. Shared placements of two or three residents where compatibility genuinely works, not where it is convenient.
Sole occupancy is mandatory for DPSOA orders and for sexual offence histories. We do not place a person under 18 into a home with adults, in any circumstance.

Risk profile review
Risk history, behaviours of concern, known triggers and current supports, assessed by us rather than taken from someone else's file.

Offence type and victim profile screening
Assessed against every existing resident. Any incompatibility ends that placement option. We do not manage around it.

Behaviour support plan review
Existing plans and authorised restrictive practices checked against the building and the other residents, so we know before move in whether the home can deliver the plan.

Staged introduction
Meetings and short visits before any move, at a pace set by the participants, not the referral timeline.

Trial period
A defined trial with agreed review points. Both parties told in advance what happens if it does not work.

Documented exit criteria
Agreed before move in, so a breakdown is a planned step instead of a crisis at 9pm on a Friday.
Where Our Homes Are.
Homes are located where justice involved participants are actually released, not where property is cheapest. Five homes, two beds in each, ten beds in total.

Housing And Support Conflict Of Interest
FDSQ holds the head lease on its homes and also delivers the SIL supports inside them. We disclose that in writing at the point of referral.
The right to choose a support provider is not conditional on where a participant lives. The right to stay in a home is not conditional on who provides the supports. Participants and their decision makers are told both in writing at the start of a placement, and told exactly how to change either one.
Tenancy documentation and service agreements are kept separate. Exit criteria and dispute pathways are agreed before move in, not after something goes wrong.
